I am referencing Chamfer or Fillet a hole in an object - #2 by DaveR
and in particular the follow me tool video.
I think I followed the description but I am not getting the desired effect. It is leaving a gap in the bevel.
If you just select the top circle and then follow tool on the arc you can see what happens.
Please check my file maybe someone can see my mistake.
I also have the other round edge tool but just cannot figure it out.

You need to work at a much larger scale for that. Use the Dave Method. You’ll get the radiused edge easily, then.
The Dave Method is the clever use of components popularized by @DaveR to avoid the tiny face issue.
Sketchup fails to form faces when edge segments get down around the 1/1000" mark. However, tiny faces can exist so the workaround has generally been to scale up your geometry, edit it, then scale back down.
