When I create a rectangle. I click on the surface, move the cursor, and enter the size (2’x1.5"). I hit enter and nothing happened. The rectangle only responds to my mouse controls.
Not sure where to look or where I went wrong.

Replace the x with a , or ; depending on your regional settings. When you start to make the rectangle two measurements will appear in the box, look at the symbol and use that.
