How do I make an object scale uniformly in just two dimensions? When I use the shift key, it scales uniformly in all three dimensions, no matter which grip I am using. If I don’t use the shift key, the two dimensions scale differently.

There is no modifier key to do what you want. Grab a handle between two corners, start to drag it and type the desired scale factor using the same for both directions. If you want the scaling to occur about the center, hold Ctrl (Option on Mac) while dragging.
Fredoscale might be an option, too.
Actually he needs to grab handles between diagonal midpoints for only 2 dims.
Handles between non-diagonal midpoints, for stretch in 1 dimension.
