It opened for me in SketchUp 2024. Since you have a Pro subscription you can update to SketchUp 2024 and the file should open for you without trouble.
Once you get it opened, take a few minutes to clean it up.
You are using tags incorrectly. Untagged should be active at all times. The pencil icon should be set to Untagged.

well if you have SU23 you can just save as SU20. but I don’t see what SU20 is doing here since you have SU23 and enscape
(and enscape works with SU24)
