Because its not working like in the gif

I’m pretty sure that’s one of my gifs.
In that one I hit alt or up arrow to make it work.
Here are three options.

You could extrude the large “ground” circle with push/pull. And then resize the top circle, either with the ‘Scale’ tool of that circle or by dragging one of its cardinal points inward. Of by changing its radius in ‘Entity Info’. So three options.

It looks like you haven’t lined things up correctly. The Face needs to be perpendicular to the path and should be on axis.
