Toolbars cannot be docked at the bottom.
On PC the docking is limited to top and side.
On MACs if even less friendly…

You need to grab the toolbar close to the top left corner. The issue is known to the SketchUp team. Because the “hotpoint” is the top left corner of the toolbar – if you grab the toolbar anywhere else – you will never be able to dock to the right on a single monitor or the right on the right-most monitor of a multi monitor setup.
