Looking at the Debugger dump you sent, I can see the first break exception happens after loading SYSTEM32\NETUTILS.DLL, which triggers a cascade of issues dealing with msls31.dll, ucrtbase.dll, and it sort of crumbles from there.
I can’t recall if you ran a command prompt as administrator and launched sfc /scannow
In theory, it will replace corrupt system files with cached versions without having to go through the trouble of a repair reinstall.
