I also got the update 1809 mid-Feb, and I have no issues… so what’s up ??
Oh! That’s a good bit of info.
zTeK did do a safeboot, allowing SketchUp to launch but because it was a safeboot, the GPU drivers didn’t launch and so, 2019 wouldn’t fully launch. We are testing a cleanboot instead to see if there is a conflicting startup application or service involved.
I am in the preview program, currently on build 18348:19H1. No issues here with SU With that error or SU not wanting to start.
Good info! Thank you. We’ve got a short list of things to test next… On the easier side of things there is the potential for a corrupt user account (testing the creation of a new user to see if SU launches). There is the extremely easy test of “right click, launch as administrator” to see if there are any changes. On the uglier side, there is a repair install which is arduous but not as painful as a reformat / reinstall.
Not sure if the play-by-play is helpful or too much. If those of you following would rather not hear it, I can hold off posting until we land on a solution.
Post on, it’s nice to see activity…
john
None of the suggestions above have worked. I’ve tried everything and someone from Sketchup actually called me. This issue has been escalated and there are more than one support techs working on this with me.
I am at the point where I have broken the exe down in Windbg. The issue is that DLL. Nothing else. So for clarity stop telling me easy things to do. They are all done.
We are way past the point of common fixes.
And up to stuff like this…:

How do I get the preview build please?
If you Google for the dll error you are getting, there are many affecting different apps, some caused by hardware.
For the preview program, go to settings windows update look at windows preview program on the left also you may have to become a windows insider from this Page
This will entail replacing the OS with a new version and should keep your files. Some of the builds are not the most stable. This is why I suggested doing a reset keeping your files. In either case I strongly suggest backing up all important files and documents. Because of the stability of of the builds I image my drive weekly and run frequent backups. Another possibility is getting an ISO of one of thee later more stable builds and doing a fresh install, again backup all files this WILL remove everything. Again I suggest a reset of the os keeping all files with a fresh backup.
EDIT
Another possibility is getting an ISO for the version you are on, provide the info for your build and I will post a link to it. Build info is on the Update and Security page in settings.
How did you install SU? Did you right click on the executable file and select run as administrator?
Yeah, sorry. I thought you meant a preview of SU. I have been on the insider path before with Windows…I am not doing that again on this machine.
Out of interest I was on the phone with TheGuz, and I said that I would try installing 2019 on my X1Carbon Lenovo. I did it and it launches. It is running 1809, but it is not running as up to date windows updates. So that is a step further, but it still means my actual main work computer (desktop) has something on it in the latest updates that killed SU.
Looking at the Debugger dump you sent, I can see the first break exception happens after loading SYSTEM32\NETUTILS.DLL, which triggers a cascade of issues dealing with msls31.dll, ucrtbase.dll, and it sort of crumbles from there.
I can’t recall if you ran a command prompt as administrator and launched sfc /scannow
In theory, it will replace corrupt system files with cached versions without having to go through the trouble of a repair reinstall.
Just to wrap up the story (for now)… SketchUp appears to work fine on a secondary computer (also running Windows 10 Build 1809). The primary system, which is the workhorse, didn’t want to play nice. It’s a situation where we could poke at it some more… removing all C++ redistributables, and testing a reinstall of SketchUp with the included C++ package; maybe running a sfc /scannow and seeing it that repairs things or doing a Windows repair reinstall. If you’ve ever had to do battle with Windows, you know how many hours you could burn trying to nail down a nondescript .dll error. At the end of the day, when your livelihood depends on having a computer that’s not out of commission while you poke at it, you just rely on a backup system to get you though until you’re ready to dedicate the time to tackle the issue.
I think zTek and I would love to conquer the issue… show the system who’s boss, but we also have day jobs. Thanks to everyone who participated in looking at this issue. I’m sure we’ll see it again and someday we’ll probably find a Windows fix that is easier & faster than a repair reinstall.
OT: just for enlightenment, there is a code tag “</>” avail from the editor toolbar which allows to apply an appropriate formatting to e.g. code/dumps/logs etc.

Hey Friends! Looks like we’ve had some positive developments with the release of our latest version of SketchUp Pro 19.2. Due to some changes with how we handle C++, ucrtbase.dll doesn’t seem to be an issue any longer (knocks on wood). We’ve been reaching out to users with this issue and finding good results. Please give it a shot if you are still troubled with this error. Download All | SketchUp
