When sending a drawing to Layout it opens my last project template. Layout won’t show the modified scenes that I created either. It won’t give me the option to open a new template with the new drawings. Is there a bug fix to this?

Look at Preferences>Startup. Which of the radio buttons at the top is selected?
Is this in your last project? Share the LO file so we can see what you have set up.
Generally software isn’t fixed with a bug and from what you describe, I doubt there is a bug involved at all.
