I’ve had a similar issue to this, and it does appear to be due to the incorrect eye height (It would be nice if we could change this)
The way I tested it was with a 1m ruler and a 1x1x1m cube in sketchup. If you stand next to the cube the dimensions match the ruler but if you teleport on top you will find that (in my case) the cube appears to be 600mm in the xy direction.
I will add that panning in the z direction does temporarily fix this but it’s not and ideal solution because once you teleport somewhere else then the system adjusts the z-axis to be incorrect again.
