Yea, @DirtyJerk’s method was to recursively do this and do it as sudo. As I mentioned in Send to Layout not working - Help please! - #27 by Barry I didn’t have to do that, but YMMV.
Try thowing “sudo” in front of it, as
sudo xattr -d com.apple.quarantine /Applications/SketchUp\ 2015
