I tried the Repair option… no difference.
It’s worth noting that I can’t orbit or change my view/orientation after selecting the Section Plane Tool. It’s as if the tool is broken… I have used it weeks ago just fine and now recently nothing?

Ya, the standard “windows bell”
That means that the panel is somewhere between the two monitors.
Quick fix:
Detache one monitor

Holy ■■■■ man! That finally fixed it!!!
I have thunderbolt dock and that was glitching the program out!!!
But only today for the first time… it’s been fine for months.
I’m surprised that restarting the computer didn’t fix that, I had to un-dock it…

This was a good clue that the Place Section Plan panel was opening but not on screen.
