As you can see in the screenshot here, when I attempt to draw a rectangle snapped to my guide, it goes off axis(or somehow the grid is off axis??). I have attempted to constrain the plane and it does nothing. I tried adjusting the axis with no luck. It will follow grid lines on the horizontal but not on the vertical. Is there something I am doing wrong? could it be a file issue?

Unfortunately your screenshot does clearly show your issue. Share the .skp file so we can see what you have set up.
I’ve added the .skp to the bottom of my post
The Rectangle tool is drawing the rectangle on axis but your guidelines aren’t on axis. They are slightly off.
How did you place the guides?
Why are you making 2D plan and elevation views instead of a 3D model?
Be careful to ensure correct tag usage in your model. Leave all edges and faces untagged. Only give tags to groups and components.I fixed that in your model.
I honestly have no idea how the guides could have gone off axis, I must have changed it somehow unbeknownst to me.
I am making a 2D drawing because that is all this project requires. I find sketchup is a quick and easy way to work up a 2D drawing for small projects like this rather than another CAD program.
Thank you for the help though Dave I appreciate you taking a look!
