Problem with Scrapbook Imports

I am having a problem with some items in scrapbook. The images are PNG’s and I have arranged them so they are at the bottom of the stack. But when I import them into a document the PNG move to the front.
All items in the detail are on the same layer so they can import on the default layer currently being used in the drawing. I have grouped all text, notes etc. and arranged them to the front and then grouped the image to it after arranging it to the back. This is only happening on a few scrapbook items.

Please let me know what I am doing wrong.
