why is the ctrl key not working to select multiple copies

Use SHIFT to select multiple items. Tap CTRL to toggle move/copy/stamp.
I think this is what you are asking….
Aaron was giving an answer that relates to the Move tool. For the Select tool, Shift will let you add something to the current selection, or remove that thing from the current selection. Ctrl will add things to the selection, and Shift-Ctrl will subtract things from the selection.
Could you say more about what you’re trying to do?
I am used to using the move tool to make copies - it suddenly stopped working. It is now working.
Similarly using the select tool to make copies of multiple items - it suddenly stopped working. It is now working.

Ah, it was on the lines of what Aaron was saying.
Something to know, there was a recent change, where previously you had to hold Ctrl to make copies, and now you tap Ctrl to make copies. If you’re used to the old way of working you may not have gotten into copy mode.
