Why do we have to import something that is free??

I’m not entirely sure I understand your questions, but I’ll try to help.
By small structures, can I assume you mean things for 3D printing? If not, please clarify what you mean.
The main trick to modeling small things in SketchUp is to set the units to meters in the model info panel, even if the real dimensions are (e.g.) mm. Then draw as if the units are the real ones - e.g. draw a 1m edge when you really want a 1mm edge. When the model is complete, download it as stl. stl files don’t convey units, just bare numbers. So, as long as your slicer is set to assume mm, your model will print correctly. BTW, this process is exactly the same on the desktop app.
Please provide a link to or images of the ads that said this. I don’t know what you are referring to. Perhaps the 3D Warehouse, though those are full models, not templates? Perhaps the ads were for the desktop version? The web app lacks various features found in the desktop version - that’s why it’s free.
So far as I know, the web version doesn’t support templates, it always starts with a generic setup that you customize by changing your settings. You can create what is in effect a template by saving the file with nothing but the settings. You just have to be careful to save each model you build from it as a new name.
Again, please explain this more. What is free and why do you think you have to import it. To use the free version you just go to its site in your browser (app.sketchup.com) and sign in. You need a Trimble id, but that is free.
