Look around eye height off

When I use the look around tool and set the eye height by typing in, say 66", it jumps me way above the model. I see that when I reset the axes to the original, this height is 66" above that. But the model was built below the original axes level and I want to move the axes below to the model. After moving the axes though, the eye height still jumps up to 66" above the original axes.

Is there a way to really move the axes so the eye height will be consistent, or do I have to move the model?

The eye height is the distance above the ground plane which is fixed. The default axis location is with the red and green on the ground plane. As you know, the axes can be moved but the ground plane cannot.
