Does anyone know why the lengths shown below would be different?
The Dynamic Component has NOT been scaled and is not inside another component or group.

Turns out the box itself inside the component was a group that was scaled. Once I hit “Reset Scale” on that, then resized it to what the parent length was supposed to be, it reported the accurate length.
Long story short, I try not to set too many parameters in DCs because the become a bear to manage but your approach seems like a good fail safe.
