Layout Viewport visibility issue

Hello there. I wonder if anyone could help on an issue I am having in Layout.
When I stack one viewport on top of the other, I am unable to see the viewport below, and don’t know why.
The viewports have been assigned to different layers and they are in the correct order.
I want to have a vector linework layer sitting on top of a raster layer.

I am using Layout 2018 with Mac.

Any advise would be greatly appreciated.

Do you have the background turned off for the viewports on the layers above the bottom one?

Can you share the LO file so we can see what you have going on?

Ah, I can see the problem now. Yes the background was visible, now sorted it
