Whenever I open layout it always opens on Page 2 although blue hashtag is at Page 1.

MacPro running Yosemite.
LayOut should open to whatever page was displayed when the document was last open. The hashtag in the pages inspector is used to define the starting page for the Auto-Text page numbering system, which doesn’t have any effect on which page is displayed when the document is opened.
