Layers Turn Off -- Leaving a Scene

Greetings…
I hope someone may have a solution for this most annoying problem.

In a few of my models, the layers in scenes will not stay active. Which is making it impossible to create and export animations.

I have attached a few screen shots to demonstrate my challenge. I can click all the layers on, but as soon as I exit the scene and return, their all back to the way they were.

When you have them the way you want them, Update the scene.

Otherwise, it will behave as you describe - it will remember the way it was set before you changed things.
