The 3D Warehouse supports SketchUp 202 and newer. It does not support SketchUp 2019. You can go to the Warehouse in your internet browser and download the Collada version of the file. Then unszip that file and import the .dae file into SU2019.

Yes. You would have to download one by one via the Warehouse interface in SketchUp, too.
