How to use scale tool in Layout menu bar?

There is a tool in layout that I have not used before and am trying to figure out. It is labeled ‘scale’ in menu bar. I am trying to scale up the size of a line drawing by 1.666 percent and having no luck. The Instructor opens the select tool instructions and I can’t fine a tutorial on using the tool.

Would appreciate help.
