Did you search for the two names and didn’t find any tutorials?
There are a lot of them on YouTube.
I couldn’t find a clear explanation video for me so I’m looking for an answer here
With the Tape Measure Tool you create the points at the height specified in the plan, and then with the Fredo TopoShaper you create the surface of those points.
