Can't import a JPG file

When I try to import a JPG image it is not allowing me to place the image. Instead of the standard end point dot, I am get a circle with a bar through it.

I have imported images several time before. Today issue is the first time I have encountered this.

Using SketchUp Pro trial
Win 10

File > Import > Use as image (not Use as texture).
