Can't access Tool Pallettes

In the introductory Video tutorial No. 2, you make reference to accessing the large tool bar in the Tool Palettes menu. “Tool Palettes” doesn’t even appear in my menu.
Help!

Tool Palettes are a Mac thing. Since you’re using Windows, they are called Toolbars. See View>Toolbars.

There are no toolbar or Tool Palettes choices in my view. What to do?
