Background on/off toggle in Layout does not change background. What could be preventing this?

Turn off the Sky in the style and then update the style by clicking on the thumbnail in the upper left corner of the Styles panel. Save the changes and update the reference in LO.
Note, if you want to show scenes like this one to scale in the LO document, set the Camera to Parallel Projection for the scene.
As I always do when I get files like yours, I poke a little bit. I found and fixed some incorrect tag usage in the SketchUp model. ALL edges and faces should be created and left untagged. Only components and groups should get tags.
I also purged unused stuff from the SketchUp model…
…which reduced the size of both the SketchUp model file and the LayOut file by 63%.

Thanks VERY much. Been using Sketchup on and off for years but now trying to really master. I never would have guessed that the sky being on would have done it but you are indeed correct.
Also, thanks for the other recommendations. Tags are something I just started using and I will follow your recommendations. I could tell the file was sluggish. The model actually has much, much more than what this scene shows, so cleaning it up will make a big difference.

FWIW, Purging unused does not get rid of anything that is actually being used in the model. If there’s stuff in there that you don’t need after doing the purge, get rid of it, too. Then do another purge.
