I downloaded SketchUp make 2017 to a Microsoft Surface Studio computer and when I open the default tray the select and edit show as half their normal size and I’m unable to open them. tried to change resolution, with no success…reinstalled the app… what else can I try?

Your computer has a high-resolution display. SketchUp 2017 has —late— been partially adapted to these modern displays, but as you noticed some tabs and some buttons are cropped. This specific issue is not nice, but does prevent using it. In SketchUp 2018, this has —finally— been fixed.
You have four options:
- reduce the scale factor, but then the whole system becomes unusably tiny
- enable dpi-scaling for SketchUp in the executable properties dialog (uncheck the checkbox), but then SketchUp is blurry
- buy SketchUp Pro 2018, which contains the fix
- use the web-based SketchUp Free, which is compatible with 2018 and has a new UI that works excellently on any display resolution.

Our college uses the SketchUp 2017 make, if I download the SkechUp free will I be able to present my work properly on the SketchUp Make 2017?

Yes, SketchUp Free currently saves in the 2017 file format, so you can present the file in college in SketchUp Make 2017.
But notice, as I wrote, the new SketchUp Free is a web app, not a download. Try it! If it’s not what you like, you can still use SketchUp Make 2017 (albeit with some user interface annoyances).
SketchUp only supports UI scaling up to 150%.
150% is still a bit away from high-resolution (multiples of classic resolution) and not a reasonable limit by today’s standards. It may still be mentioned somewhere as officially supported. I don’t know if the work that they did on resolution-independence made it an officially supported target in the latest release notes, but SU 2018 scales practically completely to 2× and 2.5×.
