I just installed SU24.The folders for Materials and Styles are both empty. They used to come standard with the software. Is something missing? Where can I download the basic set?

Those files still exist. Close SketchUp, find the installer and right click on it. Choose Run as administrator and then Repair.
That helped … a little. I still have no Materials. I have one Style now, Architectural Design Style. That’s all.
