It’s not disabled. It’s a known issue in non-English versions but it’s just a translation thing. There are already threads on this. See:

in sketchup 2023 PC, the non english versions, there has been a gremlin messing up the units a bit : In french, Yard has been renamed Metres by accident. so there are two metres in the menu, and one of them actually gives you yards. in italian, looking at your pdf, it’s Chilometri (km) Look at the menu, you have two chilometri.
