When I try to zoom in or out with the scroll wheel on my mouse it zooms in way too fast and too much with the slightest touch of the wheel. I have smooth scrolling from Logitech installed. Could that be the problem?
What browser are you using? I have seen that in the past on Chrome but restarting my computer seemed to take care of it.
The zooming is slightly more sensitive than the desktop application, and it does have smoothing and inertia built in. It would be worth trying to disable the Logitech option, in case both sets of smoothing is doubling up the number of apparent zoom changes.
I use Chrome. Restarting the computer did not help.

Open Logi Options, go to Point & Scroll and disable Smooth Scrolling.
