I’m using SketchUp Make 2017, and I must not have my lines all the way connected. I tried to download “edge tools^2” but it appears that plugin is having installation problems right now.
Could someone help me combine my lines so I have a solid face based on the outside line of my control panel drawing?

I don’t see a problem with it.
Looks like all you need to do is delete the faces inside the holes and extrude it if you want to give it some thickness.

Not familiar with Make, but the “Su4u Make Face” plugin is good for restoring faces too.
Also, a handy way to select all of those holes (rather than one by one) is to select the main face (dbl click) and then using shift, drag over everything again and that will select the reverse geometry (only the holes) which can then be deleted with one click.
In your case this is may not work as easily because your text info isn’t separate. I will often put dimensions and text on another layer to toggle on and off for clarity on specific views.
Or it can all be done with just the native tools. No need for any plugins at all.
