No. Where did I indicate that? Apply the material you want to scale to the face and then scale it. Or do as I wrote earlier and adjust the size of it in the Materials panel.

Once you have it set to the desired size you can just apply it to other faces. If you make it the right size from the beginning, as my GIF showed, you don’t need to scale it at all. You might still need to rotate it if the orientation is important.
