I had registered our domain with you and it been white listed, i added emails as users in azure directory access.
but still they are not able to sign in and message appear to ask administrator permission.
what should i do ?

Ok, so I had to log in as the admin account and click “Manage this application on behalf of the organization” and click “accept”.
This allowed me to log in with a non admin test account. Will continue to test. (If anyone else runs into this!)
