After deleting some unused hidden stuff and doing a bit of manual cleanup on the ladder and the man, I ran CleanUp3 again and got this result.

I also rotated the model so it is correctly oriented in the space and move that desk into the building so it was so far away.

There’s more that can be done but so far it’s reduced the file size by nearly 40%. The model performs better, orbiting and other camera movements work much better.

If you need elements like the 3d man, I’d wait until you need to present the model and you’ve done most of the work, then place him. Obviously you may want to work on it after you put in elements like people, so assign them and other non-modeling elements like trees on separate tags so you can hide them while you work, only needing them for the scene that you will print or render.

I usually set a “working” scene to go back to, that is a simple style, no shadows etc., and only shows elements that I actually need to model like the building. Makes it all go faster.
