Sketchup pro 2018 not reading activation_info.txt and trial expiered

We are a high school and have Sketchup pro running on mutiple computers. A new class set of notebooks had sketchup pro installed and the activation_info.txt copied to the programdata location as per other installs.

I did not run sketchup on all the notebooks and it had not been used by students for some time and now the trial is expired and sketchup is not loading.

Run sketchup and its listed in taskmanger with high constant 20% + CPU usage but nothing loads on screen.
The EW.lic and Sketchup.Lic files are created and completely blank

Tried run as admin
Tried uninstalling, clearing all trace i can find from the registry, rebooting and re installing and coping in the activation_info.txt … same issue
Added “allow_reactivation”:“true” to the file and re run all of the above
Same issue

How can a i force sketchup to check the file or at least load the startup screen and i can enter the licence info
