Is this something you modeled yourself?
Dimensions shouldn’t change in a model simply because you’ve opened the file.
Do you have some sort of extension that might be involved?

I note that you’ve scaled components and objects in the model without updating their definitions. Reset Scale and Scale Definition are available in the Context menu which is the clue.
Perhaps you have an extension that affects scaling of objects?
Or perhaps you did something that scaled the entire model or a large part of it?
Scaling objects in a project like this is often not the best way to change their dimensions but if you do use Scale for that, you should be scaling the definitions.
I also see that you have Length Snapping enabled which can create problems with modeling with precision.
