One theatre set. I am a writer. No deadline. The protagonist and the antagonist faceoff on a yin-yang. The antagonist stands in the shadows.

That’s a pretty curt and vague request. Scenic design for live performance is an art and a craft, there are people practicing it in lots of different contexts and with different kinds of intentions and focus.
A few basic things I generally consider when approached with a cold “unknown collaborators” commission are:
The script, if one exists: I’d want to read it to see if I’m interested.
Where and when will the project be realized. The when is important for building a schedule, the where is important for:geography/travel, venue size, details and configuration, cultural context, and many other considerations. If these are unknown currently the that’s important to state.
Who is attached to the project and why? Making theater is highly collaborative and personal endeavor, it matters very much who you will find yourself in the trenches with. Say a bit about yourself, about your expierence with theatre.
If you have a strong vision of what you would like to see. it’s important to state that from the onset.
You don’t have to have all these answers perfectly figured out, many projects get developed or created along the way, but share everything you can. Get people excited about wanting to be a part of your project.
Cost… how long is a piece of string? This can vary widely depending on the production and individual project. If there can be a rule of thumb for anything so widely variable as a design fee sometimes % 5 of production budget is considered a starting place. But it’s really variable, I will say that the design fee is really never the primary factor in considering or accepting a projects.
The SketchUp forum might be an odd place to look for designers but crazier things have happened, it’s a commonly used program in the industry, although perhaps not the most widely used, so there are some present on the forum. You might consider a nearby university or the local theatre company as another place. Or theatrical forums.
