I have the latest (Web) version of Sketchup free. I cannot find the section cut tool. The interface does not match the help documentation.
The Section-Plane tool is not yet fully implemented in the SketchUp Free version.
You COULD download your model [SKP] and if you download and install SketchUp v2017 Make, you can do the equivalent section-cut on that file - for now…
It seems it makes more sense to work in v 2017 until Sketchup free is up to speed.

The section Plane tool is hidden under Tape Measure tool. First click Tape Measure Tool, then wait for a quarter of a second and then click Section Plane tool.
