When I try to make my object smaller, I press the Shift key as I use my mouse to make it smaller.
But at least in the z-axis, that does not stay proportional. It can go up or down depending on how accurate my mouse work is.
How do I rectify this?

In which version of SketchUp? Your profile is contradictory.
Are you holding Shift or pressing it and releasing?
The online version. I hold the Shift key the whole time.
Got it. I was trying to click on a corner node, but when I click on a side line it works.
