Problem drawing guidelines

The way to draw guidelines is Tape Measure, click on starting edge, pull to desired distance, click, guideline is locked in place, right?

In the attached practice exercise the instructor draws guidelines in this manner on a step to help make support and handrails.

When I do this on the second click no guideline appears, the guideline just disappears. What am I doing wrong? Thanks

You have guides turned off. Turn them on again in View Menu → Guides.

You’ve turned off Guides in the View menu.

With them turned on, you can see all sorts of guides.

Don’t turn them off when you don’t need them. Delete them in the Edit menu.
