Have you more than one monitor and you have changed your setup or disconnected one…?
If so the Preferences window is probably opening off screen.
Go Window/Preferences(to get focus on the dialog) then hit Alt+Spacebar, then m, then tap any arrow key once, and move the mouse around without clicking until the Preferences dialog comes into view.
