why does this keep happening? trying to make holes going through this surface but its not solid, no matter what i do i cant fix it, anyone else ran into this problem?

Looks to me as if you’ve got precision issues related to having Length Snapping enabled.
I would suggest that you turn it off. Also set Display Precision higher so you can see small dimension discrepancies.
I’m curious about how you’ve been working on this model. Something is strange in your workflow. You shouldn’t have any exposed blue back faces. Some of the holes have missing faces. And somehow you’ve distorted what ought to be flat faces which requires the triangulation seen when you turn on Hidden Geometry.
Is this something you are modeling for 3D printing? If so, I would suggest modeling it with Units set to Meters and model as if millimeters are meters. That will help you avoid issues with tiny faces not filling. When it comes time to export the .stl just leave the model huge and import the .stl at millimeters.
