Why is there no layer tray? Any suggestions.
Read the release notes. In SketchUp 2020, Layers are replaced by Tags. They work the same way but now all edges and faces should remain untagged and tags are given to groups and components.

… and, it is actually a Tags inspector panel.
A tray is a docking window, which except for the “Default Tray”, are created and named by the user.
