Is someone able to tell me the easiest way to move text around in Layout? when I try to move text it restricts me to perpendicular lines, making it difficult to place text in the right places in a title block etc.

How are you trying to move the text? You can move it by grabbing it with the mouse and move it where ever you want. It can be helpful to turn off Grid Snap and sometime Object Snap in the Arrange menu. You can also use some of the tools in the Arrange menu to move the text around on the page to align it with other text or whatever.
If you share the LO file so w can see what you are actually trying to do we can give more specific help.
