https://help.sketchup.com/en/sketchup/grouping-geometry tells me to select Edit > Make Group in the Menu Bar, but it’s not there or in the Menu Bar description page. Is that because I’m using Sketchup for Web? Is there a list of tools that aren’t available to SU for Web?
It’s discouraging (especially for a new user like me) to follow simple instructions for simple tasks and have them not work for no visible reason.

Yes and you are following a tutorial for the desktop version. Right click on a selection will give you the option to make a group or a component.
All of the fundamental tools are available in SketchUp for Web. The UI is just different. Poke through the tools on the toolbar at the left and the utility panels on the right to get the lay of the land.
