do i need to restall it? such as dimension are white, tools stop working when i change tools?
I don’t understand what you mean by “differently”. Show some screenshots or something. Share a SketchUp file that shows the issue. Dimension text would be white if you’ve edited the color for dimensions. What tools stop working and when?
I don’t know if you need to reinstall SketchUp but you could repair the installation. Close SketchUp, find the installer which is probably still in your Downloads folder, right click on it, choose Run as administrator, and then choose Repair when the option is presented.

You can use the Snipping tool to make screenshots. Search “snipping” in the search window at bottom left of the screen.
Drag and drop the .skp file into a reply.

Regarding the white dimensions you’ve enable Color by tag and the color for untagged is white. Either turn off Color by Tag in the Tags panel or change the color of the tag.
this is an example of what i see. the rectangle has dotted lines. they were the result of using the tape tool to measure width and length of the shelf i made

you have created guide lines. they are dashed, and on top of your regular lines.
why are there white ?
that’s why. they are on the default tag, and the defalut tag is white.
tag panel, you should see a button with 3 labels in colour, click it.
