If I understand correctly, you want an elliptical dome with thickness. Soap Skin & Bubble would get you the dome shape. Another way would be to start with a circle and a profile, use Follow Me to create a circular dome, and then use Scale to make it elliptical. You could create the cross section of the done as a profile. In my example I made the profile you can see at the far left. After running Follow Me, I deleted the bottom, scaled the dome about its center to make it eliiptical, and then gave it thickness with an extension called Joint Push/Pull.
Whichever way you do it, you’ll probably find it simpler to work on axis instead of with the dome on an angle.
