I need to find a way to create a 3d image from a picture that Aspire software can use.

Show an example of what you are trying to make 3D. What are you starting from? How does it need to be 3D?
Your profile says you are using the Free Plan which implies you are using the free web version. It may be that you’ll just need to import the image and use the available drawing tools to trace it and create the faces.
Don’t laugh but I can’t get the Sketchup program to start up. It wants to know what graphics card I have, and I simply don’t know. Not sure why they need to know it but the program will not run without it.
What version of SketchUp are you really using? Are you using the free web-based version? If so, what web browser are you using?

The graphics card is important for SketchUp because it’s what generates the display on the screen and represents the three dimensionality of the model.
