Lost authenticator and can't log in! Please help!

My coworker “inadvertently turned on MFA” and apparently didn’t fully set it up. This means that as he tries to log in, he gets prompted to type in the verification code but cannot, because he never fully set it up. We have no idea where this code is being sent.

We have changed his password twice, and when we try to log in with the new password, it asks for the verification code. So, we still can’t log in to change or remove MFA.

What can we do?!?!?!?
